Prior to joining Georgia DOT's executive management team\, Carter spent nearly five years as a manager with Troutman Sanders\, advocating corporate issues with government relations for the state of Georgia\, the General Assembly and other agencies. \n\nCarter is a graduate of Georgia Tech\, where she earned a Bachelor of Science degree (magna cum laude) and the University of Georgia\, where she received a Master in Public Administration.
